The article reviews the environmental regulation and bureaucracy in Israel. In the first part of the article there is an overview of the history of the Business Licensing Law amendments and the pending bill for Integrated Environmental Licensing, as examples of failures in the field of environmental regulation in Israel. In the second part of the article, brought in the next volume the authors will set out proposals for solving the chaos and bureaucratic regulatory in the environment field in Israel.
