Hazardous Substances or Hazardous Incentives

In Summer 2003, the Israeli Ministry of the Environment promulgated new regulations dealing with licensing of hazardous materials. Based on the amount and concentration of these materials used by an entity, the Ministry fixes proportionate hazardous materials licensing fees. This article argues that other factors should be considered, in addition to amount and concentration, in order to provide the correct incentives to industry, especially the safety measures and safety records of the licensed entities.
